To be sure, Gobekli Tepe and (if it’s not just natural sedimentation) this Indonesian site as well, show that Neolithic hunter-gatherers were capable of organizing, at least on an ad-hoc basis, into much larger groups than was previously thought possible, and/or maintaining a seasonal presence (perhaps in smaller groups but nonetheless) at, and working to build or improve, the same ritual site for centuries.
